If the store owner sees something is missing when he returns and he reports it to the police, they'll tell him he should make sure to close all windows. Your average person will see the open window and go on with their lives because that's non of their business. The barely clothed person is the equivalent of a store that is closed but left with a window open. If your store got broken into and robbed the first thing police is gonna tell is that you should pick up additional security measures.
